The important difference is Civilization might use real world names, but at the end of the day it still uses a random map generator and has at most, what, 12 sides? 8 sides? Crusader Kings II has pretty much every European nation that existed at the start of the game, including many that were positively tiny. Not 'grognard' complex, but probably a tier or 2 above Civilizaiton 4, which itself is a tier above Civilization 5.
